Les reenviamos para su conocimiento y difusión entre los Veterinarios FEI de Enduro, la información recibida de FEI en el día de hoy relativa a la mejora en la identificación y trazabilidad de los caballos en los eventos y el manejo de los documentos del caballo en FEI Database, los cambios de microchip, sexo, propietarios que se pudieran requerir, etc.
El 1° de enero de 2016 se desarrollará una “sección de documentos del caballo” y a partir de ello se requerirá de las FNs ciertas páginas del pasaporte FEI o la tarjeta de reconocimiento(recognition card).
Para introducir este nuevo sistema gradualmente, cualquier cambio que se realice en documentos de ENDURO a partir del 1° de setiembre próximo (para los caballos con pasaporte FEI) deberán ser actualizados en dicha sección en FEI Database y posteriormente, en 2016 para el resto de las disciplinas.
Si no se asentaran debidamente los cambios realizados en el PASAPORTE FEI en esta nueva sección, ese caballo no podrá ser inscripto en ningun evento internacional hasta tanto se actualice su información.
Sugiero difundir esta importante información entre los FEI Vets de Enduro y otros posibles interesados.

Dear National Federation Members,
As equestrian sport develops and the number of events is constantly increasing, it is imperative to improve horse identification and traceability at events, during international travel and throughout the horse’s career.
In order to improve horse document management in the FEI Database, we are developing new features which will clearly track all newly issued horse documents as well as follow up on all changes and modifications made to FEI Passports and FEI Recognition Cards. This will provide you with a better history of the horse and access to all relevant documents; facilitating your work load, especially when horses change administration and information is needed.
According to Art. 137.4 of the FEI General Regulations, National Federations are responsible for issuing FEI Passports and Recognition Cards, for assuring they are correctly completed and providing the identification pages to the FEI for registration; Art. 1027 and Annex II of the FEI Veterinary Regulations support this.
As you already upload horse descriptions and diagrams to the FEI Database, we will develop the horse document section further and as of the 1st January 2016 we will require that certain pages of a FEI document or national document be uploaded to the FEI Database when certain actions are made.
Whenever a new FEI document is created, a change of ownership is made, a duplicate document is issued or a modification made, the relevant pages of the FEI document/national document will need to be uploaded to the FEI Database and these will all be saved to the horse’ profile.
If the relevant document is not uploaded, the horse in question will be “pending” and will not be able to enter or compete at any FEI Event until the relevant document has been uploaded.
To introduce this concept on a gradual basis, as of the 1st September 2015 any changes made or any new documents issued for Endurance registered horses, will require an upload to the FEI Database.
We will then introduce Eventing, Dressage, Driving, Reining, Vaulting in the months that follow, with uploads of all changes and new documents for Jumping horses being compulsory as of the 1st January 2016.
To further develop the traceability of horses, all microchip changes will need to be verified by a Vet and a specific document submitted to the FEI: https://www.fei.org/system/
When the FEI receives a Microchip Changes document, the necessary modifications will be made on the FEI Database and a new sticker for the FEI document will be provided.
