Estimados Colegas:

Les escribo en mi rol de Vicepresidente 1º de la FEI con responsabilidad en la disciplina de Enduro. Ustedes recordarán que en junio de este año, el Bureau de la FEI, a los efectos de reconocer más formalmente el potencial conflicto de interés previamente establecido de SAR la Princesa Haya con relación a la disciplina, votó unánimemente otorgarme la responsabilidad del Enduro a mí, como Vicepresidente 1º, durante el término del mandato de SAR la Princesa Haya.

Como todos ustedes bien saben, el Enduro es una disciplina que ha tenido su cuota de desafíos en los últimos tiempos I yo quería escribirle a todos los involucrados en este deporte acerca de los importantes nuevos cambios al reglamento que entraron en vigencia el 1º de agosto y teniendo por delante los Juegos Ecuestres Mundiales Alltech FEI en Normandía.

Los cambios al reglamento (rule changes) que incluyen penalizaciones al atleta por lesiones al caballo, extensión de períodos de descanso e involucramiento de asesores de gobierno independiente, están alineados con las recomendaciones realizadas por el Grupo de Planificación Estratégica de Enduro (GPEE o ESPG e inglés) y constituyen un gran paso adelante por el bienestar del caballo y el juego limpio. Creemos firmemente que ellos abordan las cuestiones clave a las que la disciplina se ha enfrentado.

Establecido cerca de un año atrás en Julio de 2013, el GPEE era independiente de la FEI e incluía Funcionarios, vets y atletas con experiencia internacional en Enduro. Como parte de esta revisión en profundidad del enduro, el GPEE consultó  extensivamente con los participantes de la disciplina y las Federaciones Nacionales alrededor del mundo. El resultado del trabajo del Grupo fueron 41 recomendaciones junto al un plan estratégico a cinco años. El GPEE se disolvió al finalizar su informe final y sus recomendaciones formaron las bases de nuevas reglas que entraron en vigor el 1º de agosto de 2014.

La FEI y las Federaciones Nacionales han enfatizado constantemente la importancia de la puesta en vigencia de las nuevas reglas tanto pronto como fuera posible antes que esperar por la votación en la Asamblea General en diciembre, lo que hubiera significado un retraso en su implementación hasta el   1º de enero de 2015. Así que, bajo el artículo 20.3 de los Estatutos de FEI y teniendo en mente las implicancias positivas del cambio por el bienestar del caballo, el Bureau ejerció su derecho de adoptar resoluciones que normalmente son votadas en la Asamblea General.

Los valores del bienestar del caballo, deporte limpio e integridad fueron priorizados a través del  informe del GPEE ESPG report.  La FEI apoya enfáticamente al GPEE en su llamado a todos los involucrados en el enduro, desde la FEI a las Federaciones Nacionales y los participantes, a reconocer nuestras responsabilidades individuales y colectivas hacia el bienestar del caballo y la integridad y la reputación del deporte.

Le pido que cada uno de ustedes, como su organismo nacional de gobierno, compartan esta carta con los Atletas de Enduro registrados con su Federación, los funcionarios y todos los involucrados con la disciplina en su región. 

 No solamente es importante que estos cambios al reglamento están ahora vigentes, sino que también es crítico para la salud futura de la disciplina que haya una mayor toma de conciencia del compromiso para hacer frente a los asuntos que el Enduro ha enfrentado y nuestra determinación de superarlos. Para ayudar a divulgar la concientización, hemos producido un folleto – Endurance 2014-2015 –Entregando un deporte seguro y justo- que puede verse online aquí   online here. También hay disponibles versiones impresas a pedido y estarán disponibles pronto en los Juegos de Normandía. El folleto describe no solo nuestro compromiso con el bienestar del caballo sino también cómo el Enduro es uno de los deportes equinos de más rápido crecimiento y una disciplina de la que deberíamos estar orgullosos.

También hemos puesto en el sitio web una lista completa de Preguntas Frecuentemente Realizadas Frequently Asked Questions  las que están diseñadas para hablar de asuntos generales y específicos planteados.

Los ojos del mundo ecuestre estarán sobre nosotros en los Juegos Ecuestres Mundiales Alltech FEI en Normandía y nosotros también esperamos atraer una mayor audiencia, tanto en los medios de prensa locales como globales, así que es nuestra responsabilidad conjunta asegurar que tengamos unos Juegos seguros y justos en todas nuestras disciplinas.

Asimismo y específicamente para Enduro, se han implementado una serie de iniciativas, por encima de los protocolos normales, para ayudar a cada uno d sus atletas a lograr sus etas en un entorno abierto y transparente.

 

 

Aquí están las principales novedades que hemos introducido para la competencia en Sartilly:

v Videos de vigilancia fijos y ambulantes de los Establos de Enduro (24/7), el área de enfriamiento y las áreas de descanso el día de la competencia.

v Video de vigilancia fijo en el acceso al área de Inspección Veterinaria y a cada una de los 12 carriles de trote.

v Todas las grabaciones de video estarán en alta resolución, grabados continuamente y con la posibilidad de producir imágenes individuales, en HD y color de las grabaciones

v La Unidad de Control para el video de vigilancia está abierta continuamente y  habrá contacto por radio entre un Juez FEI 4* posicionado en la Unidad de Control y los Funcionarios FEI en el Campo de Juego.

v Unidades de GPS a prueba de manipulaciones tanto en el atleta como en el caballo para proporcionar a los Funcionarios FEI un registro de la ruta y distancias cubiertas por el binomio durante el día de la competencia.

v Sistema de Sincronización del Vet Gate aprobado por FEI que envía a los caballos a los Carriles Veterinarios por riguroso orden de hora de llegada al área de Inspección Vet, eliminando cualquier conflicto de intereses percibido en tanto los caballos serán automáticamente desviados de los Funcionarios Veterinarios de su propia nación.

v Sistema de Ritmo Cardíaco aprobado programado para cumplir con el nuevo Protocolo de Ritmo Cardíaco, en el reglamento del 1º de agosto de 2014, para asegurar evaluación cronometrada igual en todos los caballos.

v Funcionarios FEI adicionales, excediendo aquellos requeridos por los reglamentos

v La FEI estará examinando más caballos en Normandía en todas las disciplinas de lo que hecho en ediciones anteriores de los Juegos Ecuestres Mundiales FEI

v La FEI también está ofreciendo la facilidad de un Examen Pre-Arribo para todos los caballos en período previo a los Juegos de Normandía, así como lo hicimos para los Juegos Olímpicos 2008 y 2012.

 

 

Confío en que todas estas medidas asegurarán un deporte seguro y ecuánime en Normandía y estoy ansioso por encontrarme con ustedes en Sartilly. Sé que juntos produciremos un realmente maravilloso día de Enduro el 28 de agosto y más allá.

Dear colleagues,

I am writing to you in my role as 1st Vice President of the FEI with responsibility for the discipline of Endurance. You will recall that in June this year, the FEI Bureau, in order to more formally recognise HRH Princess Haya’s previously stated potential conflict of interest with regard to the discipline, voted unanimously to grant responsibility for overseeing Endurance to me, as 1st Vice President, during HRH Princess Haya’s term of office.

As you are all well aware, Endurance is a discipline that has had its share of challenges in recent times and I wanted to write to all those involved in the sport on the back of the important new rule changes that came into effect on 1 August 2014 and ahead of the Alltech FEI World Equestrian Games™ in Normandy.

The rule changes which include athlete penalties for equine injuries, extended rest periods and the involvement of independent governance advisors, are in line with the recommendations made by the Endurance Strategic Planning Group (ESPG) and are a great step forward for horse welfare and fair play. We strongly believe they address the key issues that the discipline has been facing.

Established over a year ago in July 2013, the ESPG was independent of the FEI and included officials, vets and athletes with international experience in Endurance. As part of its in-depth review of Endurance, the ESPG consulted extensively with the discipline’s participants and National Federations worldwide. The result of the Group’s work was 41 recommendations together with a five-year strategic plan. The ESPG was disbanded on completion of its final report and its recommendations formed the basis of new rules that came into effect on 1 August 2014.

The FEI and the National Federations have consistently stressed the importance of putting the new rules in place as soon as possible rather than waiting for a vote at the FEI General Assembly in December, which would have meant delaying implementation until 1 January 2015. So, under Article 20.3 of the FEI Statutes and bearing in mind the positive implications for horse welfare of the changes, the Bureau exercised its right to pass resolutions that are normally voted on at the General Assembly.

 

 

The values of horse welfare, clean sport and integrity were prioritised throughout the ESPG report. The FEI strongly supports the ESPG in its call for all those involved with Endurance, from the FEI, to National Federations and the participants, to recognise our individual and collective responsibilities towards horse welfare and the integrity and reputation of the sport.

I ask that each of you, as your national governing body, share this letter with the Endurance athletes registered with your Federation, the officials and all involved with the discipline in your region.

Not only is it important that these rule changes are now in place, it is also critical to the future health of the discipline that there is greater awareness of the commitment to address the issues that Endurance has faced and our determination to overcome them. To help spread awareness, we have produced a brochure – Endurance 2014-15, Delivering a safe and fair sport – which can be viewed online here. Print versions are available on request and will also be readily available at the Games in Normandy. The brochure outlines not only our commitment to horse welfare but also how Endurance is one of the fastest growing equine sports and a discipline we should be proud of.

We have also put on the website a comprehensive list of Frequently Asked Questions which are designed to address both general and specific issues raised

The eyes of the equestrian world will be on us at the Alltech FEI World Equestrian Games™ in Normandy and we also hope to attract a much wider audience, both onsite and across global media, so it is our joint-responsibility to ensure that we have a safe and a fair Games across all our disciplines.

In addition, and specifically for Endurance, a number of initiatives have been put in place, over and above the normal protocols, to help each of your athletes achieve their goals in an open and transparent environment.

Here are the main items we have introduced for the competition at Sartilly:

·         Fixed and roving video surveillance of the Endurance Stables (24/7), the cooling area and rest areas on competition day.

  • Fixed video surveillance on the entrance to the Vet inspection area and each of the 12 trot-up lanes.
  • All video recordings will be in high definition, recorded continuously and with the possibility to produce individual, HD and colour pictures from the recordings.
  • The Control Unit for the video surveillance is manned continuously and there will be radio contact between an FEI 4* Judge positioned in the Control Unit and the FEI Officials on the Field of Play.
  • Tamperproof GPS units on both the athlete and the horse to provide FEI Officials with a record of the route and distances covered by a combination during the day of competition.
  • Approved FEI Vet Gate Timing system that sends horses to Vet Lanes in strict order of arrival time into the Vet Inspection area, removing any perceived conflict of interest as horses will be automatically diverted away from own nation Veterinary Officials.
  • Approved Heart Rate System programmed to comply with the new Heart Rate Protocol, in the rules from 1 August 2014, to ensure equal timed assessment across all horses.
  • Additional FEI Officials, in excess of those required per the rules.
  • The FEI will be testing more horses in Normandy across all disciplines than at any previous edition of the FEI World Equestrian Games™.
  • The FEI is also offering a Pre-Arrival Testing facility for all horses in the run-up to the Games in Normandy, as we did for the 2008 and 2012 Olympic Games.

I am confident that these measures will ensure a safe and fair sport in Normandy, and am greatly looking forward to being with you in Sartilly. I know that together we will produce a really wonderful day of Endurance sport on 28 August, and beyond.
